Per-instance pricing, by how many you buy at once. On-Demand is $999/instance ($400 one-time + $599/year) with no minimum — buy exactly what you migrate. Pro is $799/instance ($300 + $499/year), bought 10 at a time. Fleet is $599/instance ($200 + $399/year), bought 100 at a time. The one-time fee is a signed migration attestation; the annual keeps that parity re-verifiable against drift. An “instance” is one source workload reconstructed and attested to a target; migrations to RHEL waive the one-time fee on every tier, and estates beyond Fleet get custom volume pricing (confirmed in a short scoping call).

Each instance is a one-time migration plus an annual drift-monitoring fee. The bigger the pack you buy, the lower the per-instance rate — $200 off at ten, $400 off at a hundred. The one-time migration is paid once; the annual recurs. Even so, every tier's whole first year — migration included — comes in under what you pay VMware to license that same VM for a single year, a bill that repeats forever.

The benchmark it's measured against. A typical dual-socket host runs ~64 cores; VMware Cloud Foundation lists at $350 per core per year, and a host carries ~20–25 VMs — so each VM costs on the order of $900–1,100 a year in VMware licensing alone, and that renewal repeats every year, forever.

Against that, even a single On-Demand instance — migration and the first year of monitoring for $999 — lands at roughly one VMware year for that VM, and it moves the VM off the renewal for good. The one-time migration is paid once; after that you pay only the fixed annual ($399–599, flat), a fraction of a Broadcom bill you no longer owe.

Per-core figures: VCF $350 / VVF $135 (Broadcom list, 16-core/CPU minimum). Your effective number depends on edition, core count, and consolidation. Migrations to RHEL waive the one-time fee on every tier; estates beyond 100 get custom volume pricing.
